Andrew Foster Appointed To Speed Up College Refurbishments
The government has appointed a troubleshooter to push forward refurbishment plans at hundreds of colleges
Andrew Foster former chief executive of the Audit Commission, is understood to have been appointed by the Department for Innovation, Universities and Skills to speed up approvals.
The £2.3 billion scheme funded by the Learning and Skills Council has stalled amid rumours of overspend. Decisions on 22 projects have been postponed until March and architects have been warned the application process will become longer.

What the media is missing is that the LSC is threatening to slow the pace at which it funds these projects. If it staggers its funding over five years instead of three, some colleges may struggle to get the required revolving credit facilities from the banks. What happens then?
