HIPS Final Roll Out Delayed

The roll out of Hips to all homes was expected to take place this autumn, but now the Government have claimed that the unpredictable housing market was holding it back from rolling out Home Information Packs to one and two-bedroom properties.
Speaking at the Association of Home Information Pack Providers annual conference Minister Ian Wright said that government was currently considering a timetable for rolling out Hips and “we will set out the timetable for the next steps in due course...We are monitoring the housing market carefully to determine what impact recent financial market uncertainty has had and to confirm that HIPs have rolled out smoothly to larger properties.”
He also suggested that “This news will also be welcomed by the many Home Inspectors and Domestic Energy Assessors who are ready to support the final phase of implementation. With over 7,000 trained and accredited, we now look forward to this critical next stage where, at last, the real benefit of HIPs will be felt and real reform can begin.”

Hm. As someone who has both been in the public sector, and dealt with them for over twenty years, this has some very interesting undertones. I strongly suspect that HIPs will either be canned altogether or watered down even more than they already are. The only real EU requirement is for an EPC - and that can be up to ten years old! Simple enough to make it mandatory on conveyancing. If the government are still serious about HIPs, there really is no earthly reason why they should not be rolled out fully.
